I'm not sure about "best", but when I travel up to Appleton I always stop at Gingerootz. Great food, EXTREMELY clean and great waitstaff/owners.

"Bao Ju" in Neenah has great food for a good price....but the wait staff can be hit or miss during the lunch hour. 

Otherwise I like going to "Uncle Neds," in downtown Neenah for a good sub.
